Lower Saxony is a large federated state in northwestern Germany, stretching to the North Sea and the German Bight on its northern coast. The region rises from the low-lying coastal plains to its highest point at Wurmberg. It shares land borders with numerous other German states, including Schleswig-Holstein, Saxony-Anhalt, and Hesse, and entirely surrounds the state of Bremen. The region is generally cheap compared to the rest of Germany, though prices vary significantly between its urban centres. Hanover holds the largest share of the housing stock and stands out as the most expensive city in the state. Other major concentrations of housing are found in Brunswick and Oldenburg, where prices sit close to the regional average. In contrast, the coastal city of Wilhelmshaven offers much cheaper housing, with prices falling to a fraction of what buyers pay in Hanover.
